Part-time Teaching and Research Staff Recruitment Methods

To strengthen the teaching staff, make full use of social resources and talents, bring the important professional role of part-time academic teaching and research staff into play, and to further regulate the appointment of part-time teaching and research staff and management, this method is especially drawn up.
I. Recruitment Principles
1. Help strengthen the discipline construction, and raise the educational level and teaching level;
2. Help enhance scientific research level, animate academic atmosphere and enhance the social influence;
3. Help cultivate the application-oriented talents training and characteristics construction.
II. Recruitment Type
The main types are distinguished professors, visiting professors, part-time professors and part-time teachers.
III. Recruitment Range
1. Serving teachers or retired teachers from universities all over the country.
2. Serving experts or retired experts from national research institutions.
3. Serving experts or retired experts from Party and government organs enterprises and other substantive departments.
4. Experts at home or abroad.
IV. Recruitment Requirements
1. Basic requirements
(1) Compliance with national laws and regulations;
(2) With good professional ethics, concern for the development of our university, willing to serve for our university;
(3) With strong academic research ability;
(4) With certain social influence.
(5) With good health.
2. Professional requirements
Besides the basic requirements, part-time teaching and research staff should also meet the following requirements.
(1) Distinguished professors
a. With professional title or experts in certain field;
b. With deep academic attainments, high well-known, getting recognized significant academic achievements at home and abroad;
c. playing the role of leaders to promote the disciplines construction, scientific research level and international cooperation and exchange.
(2) Visiting Professors
a. Experts with associate professional title from Colleges and universities, research institutes or from other substantive departments;
b. With deep academic attainments, a large number of experiences of teaching, research and practical work, greater impact on research achievements and a higher social awareness;
c. Be able to enhance the discipline construction, and play an important role in promoting academic exchanges.
(3) Part-time Professors
a. Experts with associate professional title from Colleges and universities, research institutes or from other substantive departments;
b. With a particular academic attainments and social awareness in a certain field in within the province;
c. Be able to play an important role in teaching, research, discipline construction of our university.
(4) Part-time Teachers
a. Experts with intermediate title from colleges and universities, research institutes or from other substantive departments;
b. With certain teaching experiences or abundant practical working experiences;
All of these requirements could be broadened according to the actual needs or the specific condition of the talents.
V. Main Responsibilities
1. Distinguished Professors
(1) Provide guidance and advice for university personnel training, scientific research, social services and cultural heritage and innovation;
(2) Provide strategic, forward-looking and innovative academic ideas for the discipline distribution or a certain discipline;
(3) carry out seminars or academic report in certain fields;
(4) Being academic leadership or guidance to the discipline team building and set up an innovation team according to discipline characteristics and academic development needs, leading the team to carry out research project submitting, academic research and exchanges. Make agreement on cooperation in scientific research at the national, provincial and ministerial level.
(5) Being honorary or real president (dean), and perform the corresponding duties.
2. Visiting Professors
(1) Provide guidance and advice for university discipline construction and teaching innovation;
(2) Carry out scientific research corporately and submit projects together;
(3) carry out seminars or academic report in certain fields;
3. Part-time Professors
(1) Take part in the important activities of teaching, research, discipline construction, curriculum development, laboratory construction, faculty building and the like;
(2)Hold some of the teaching, research tasks and the specific courses or the research work could be negotiated;
(3) Guide students to do internships, practical training, employment, help university expand training and practice base, guide teachers to practice teaching, offer teaching cases, and provide the latest information;
(4) carry out seminars or academic report in certain fields;
4. Part-time Teachers
(1) Hold some of the teaching work;
(2) Help university expand training and practice base, guide students to do internships, practical training and laboratory construction;
(3) Carry out the normal teaching work and take part in the important activities according to the requirements of the university.
VI. Treatment
1. Distinguished Professors
(1) Distinguished Professors will be paid for 50,000-100,000 RMB annual salary. The specific payment will be determined according to their working hours and working performance.
(2)Research activities, which are carried out on behalf of Shandong University of Political Science and Law, will be supported and awarded according to the university regulations.
(3) Research assistants and necessary working conditions will be offered according to the real need.
(4) Temporary living room will be provided for the distinguished Professors from other cities.
2. Visiting Professors
(1) Academic lecture or academic report will be paid for 500-1,000 RMB per class hour.
(2) Teaching tasks will be paid for 100 RMB per class hour.
(3) Research activities, which are carried out on behalf of Shandong University of Political Science and Law, will be supported and awarded according to the university regulations.
(4) Accommodation fee and traveling expenses will be offered for the visiting professors coming from other cities.
3. Part-time Professors
(1) Academic lecture or academic report will be paid for 300-1,000 RMB per class hour.
(2) Teaching tasks will be paid for 100 RMB per class hour.
(3) Research activities, which are carried out on behalf of Shandong University of Political Science and Law, will be supported and awarded according to the university regulations.
(4) Accommodation fee and traveling expenses will be offered for the part-time professors coming from other cities.
4. Part-time Teachers
(1) Teaching tasks will be paid for 80 RMB per class hour.
(2) Practical teaching, marking and other tasks will be paid according to the university regulations.
(3) Research activities, which are carried out on behalf of Shandong University of Political Science and Law, will be supported and awarded according to the university regulations.
5. Payments Issued Methods
Annual salary of part-time teaching and research staff will be issued one-time at the end of the year according to the working hours and assessment situation through the main leader’s approval. Payment for teaching will be issued at the end of each semester by the teaching affairs office. Payment for academic lecture or academic report will be issued at once after the main leader’s approval.
VII. Recruitment Quantity
Distinguished professors, visiting professors and part-time professors will be recruited in moderation according to the needs of discipline construction and role they can play. Recruitment of part-time teachers, generally, should be no more than 30% of full-time teachers according to the student-teacher ratio and teaching tasks requirements.
VIII. Procedure
1. Each school or department should first offer the candidates and relevant materials according to the teaching, research, discipline construction and other working needs.
2. Personnel Division, with Teaching Affair Office, Academic Affair Office and Discipline Office provide the opinions on the recruitment. Distinguished professors should be approved by the university party committee, others by the university leaders.
3. Conduct recruitment procedures.
IX. Employment Period and Assignments
1. Employment period
Employment period of part-time teaching and research staff could be negotiated according to their academic status and the tasks. Employment period could be continued or dismissed according to the working need.
2. Services and Assessment
(1) Personnel Division, with Teaching Affair Office, Academic Affair Office and Discipline Office should offer the service and do the assessment.
Personnel Division is responsible for the specific recruitment, the examination, and the information database establishment of part-time teaching and research staff, and report the situation to the relevant functional departments and faculties, sharing the information. Teaching Affair Office is in charge of teaching management. Academic Affair Office is responsible for the research projects and academic achievement management. Discipline Office is in charge of the assessment of discipline construction. Teaching resources should achieve a unified deployment, research should coordinate together, working performance should assessed in a unified way, all of which can provide the entire process services for all the part-time teaching and research staff.
(2) The school or department should be in charge of teaching, research, other activities and daily living arrangements and services
a. offer research assistants, provide specific responsibility and tasks for the part-time teaching and research staff and ask them to take part in certain activities.
b. Make teaching assignment and sum the working quantity.
c. help the part-time teaching and research staff realize their treatments
d. establish the file of the part-time teaching and research staff
(3) The treatments and recruitment continual should be decide by the university according to the assessment results
X. Other matters not covered in this document could be negotiated.
XI. This method is implemented from the promulgation date, and interpreted by Personnel Division. The document of “External Professors Management Methods” (Shandong University of Political Science and Law, 2008-48) is abolished at the same time.
